Many refugees from Ukraine who have brought their car with them will need a German registration and German license plates from October 1, 2024. This is because the exemption for Ukrainian vehicles will finally expire on September 30. The Federal Ministry of Transport (BMDV) has agreed a special registration procedure with the federal states. A whole series of documents are required for German registration, including an identity document in Latin letters and the Ukrainian registration certificate. Both must be on paper, “the use of digital Ukrainian documents for the registration of vehicles is not permitted”, according to the Ministry of Transport website. The vehicle also requires an individual approval or the EU Certificate of Conformity (CoC) as well as the certificate of a general inspection by the TÜV. Proof of motor vehicle liability insurance must also be presented. The green insurance card is not sufficient as it is only valid for international traffic.
However, new arrivals can continue to drive their Ukrainian car and Ukrainian license plates in Germany for up to one year. The BMDF and the federal states had agreed to classify these vehicles as “in international traffic”.
The Ukrainian driving license is still valid and there is no need for action until the protection status expires on 5 March 2026. Apart from Germany, it is also recognized in all other EU countries.
